How anyone could mistake that for a ruined picnic table is beyond me.
Filling in the hole due to liability concerns is a more likely scenario and then they covered it up by adding the new picnic table to gloss over what they had done.

I could maybe see them filling a hole because of liability concerns, but it's been capped for 6,000 years without a recorded complaint . I wonder how many homes in that town have 'new' Neolithic fireplace mantle$?
