Native American clay whistles or bird calls?

I got these from my father but they had never been cleaned out. After carefully removing the dirt that had been packed into them from being burried I discovered they are multi tone whistles. They still have an incredible sound to them and by covering the various holes they create sounds similar to bird calls. Has anyone seen anything like this before?

They are clay? They look more Meso-American than anything, maybe from Mexico. Any idea where he got them?
