    Can anyone tell me if this is a stone tool

    Welcome to the forum.

    It appears to have its original cortex, apart from the two areas at the top which have seen some damage. There's no sign of it having been pecked to that shape, nor any flaking to suggest it has been modified, so it's likely just an unusually-shaped chert nodule. These form in voids within sedimentary rocks and often have odd shapes because the void was created by something organic... perhaps a mud-burrowing critter, a sponge or whatever.
