    Does not look like it has had any manipulation.
    Natural phenomenon where softer substance dissolved away.
    With a little effort and some "Google Eyes" you could put it on E-bay as an Owl Effigy.  :rolf:

          If only people would give us a location when they post their finds. 
          The material looks like greywacke and (unless you are outside the usual boundaries), I would say it's a natural formation known as an omarolluk:

            hvs that looks like it is a natural(yet primitive) paint palett
            you place your thumb in the center then wrap your other fingers around to the groove on the outside
            the different pigments could then be placed in the remaining holes
            i know its not,but it would probably work for one
