I looks to me Mod like a geofact, a fabulous shape created by Mother Nature. I might be wrong, the only tool it could have been used for is possibly an abrader (Using the hole to create a straight shaft on wood) but this form doesn't fit to others I have found or seen. Hope this helps.

It is extremely hard to see the material in the pics, but it appears to be a natural piece of weathered limestone.
