Unfortunately there are no signs of human modifications from grinding, pecking, or drilling on this rock so I would say it’s natural from what I see in the pictures. Nature can make any shape imaginable and some will resemble things that our minds are programmed to see. If you ask a group of people to name the first thing that they see when they look up at the same cloud then you will likely get several different answers. It’s human nature to distinguish features in objects so there’s nothing wrong with it but look past the shape and look for modifications to identify artifacts. I'm guessing that you don't believe its an effigy but if it were one then what would it most look like. If you think it is an effigy then that is another matter and you are not on a forum that gives you the kind of help you need. As for what this rock looks like to me, I don't think like it looks like any kind of animal that I am familiar with. at least from a side view. But I am not as imaginative as are some people. Are you seeing a whole horse or are you seeing a certain part of its anatomy? And would you be looking at the horse or the horses anatomical part from a top view, a side view, or underneath view.. By the way, there has never been found in the Americas a stone effigy of a horse.

Hey, Organic. I agree rock looks like horse head, but concurrence by me only lends credibility to responding “neigh-sayers” (yuk-yuk)! I love “Helpful Glossary for Newbies” in Off-the-Wall; you really should read it. I originally joined up here to learn something from experienced hunters, but I've gotta admit: this is by far the most entertaining section of the forum. Heck, the folks who run "The Onion" could learn something from you guys. Kinda like "Saturday Night Live" without having to stay up late.
