    Those blade nicks look random and somewhat natural to me, like its seen some hard time in a fast flowing stream. It could have been a utilized flake but that would be hard to determine without it in hand. I'm guessing just a beat up waste flake. Size reference would also help here as its almost impossible to tell with nothing in the pic with it.

      Don't look like any human modification has bean done to that stone to me .... but it does look like a shoe that a shoe cobbler would use for shoe repair lol

        It's a lithic material but I don't see it being a formal tool. However, it have been expedient, having little to no production effort or made quickly for immediate use in a survival situation. I suggest that because the material breaks conchoidally and has a sharp edge. Seen many like it myself but I examine it and give it back to the earth.
