Tooth? Bone? Artifact?

I thought this was a tooth at first, but it's very bone-like as well. I found a picture online of something similar that was labeled a bone tool. I'm just curious what everyone here thinks... found in north central PA.

That’s a deer toe bone, the black hoof nail grows over it.
