    Quartz is very hard to see any secondary flaking . I myself have something similar to that found in SW Georgia that I am sure was an engraver . The stone being so dense it’s really the perfect lithic for that tool .
    I would say it has the shape for that . Or a large drill ? Holding it like mine which is much smaller .

              Quartz will fracture sometimes but it looks like they were making something with it. Might of broke and then tossed it’s hard to tell with quartz, looks thick

                  I didn't recognize the avatar, ha ha! It looks like a "something, but it is really hard for me to tell. If I have some chert from my area, for example, I can tell if it was flaked or not. I don't even know how to tell if quartz has been touched. I would put that in the Coulda-woulda-shoulda category.
