Pendant or rock

I would guess rock on this one but I can't get myself to throw it away so I figured I would post it here.

It was found in Marlboro, Monmouth County New Jersey in an area notorious for concretions which look like fossils and artifacts (but also an area where I've found a lot of artifacts). One aspect I want to point out, it is raised around both sides of the hole (which goes all the way through the rock).

What do you think?
