I'm going with broken blade, being the tip,type is unable to be determined.

I think it could be either or actually both. Many times a preform would serve as a tool before it was fashioned into a point or finished knife. Hopewell North blades are considered to be Snyders preforms yet they appear to be finished artifacts.

It's definately been worked... it appears to me it may have been broken during manufacture and never completed and thus lacks finishing touches... jmho
