Fluted or not fluted ?

Hello, I was wondering if anyone can tell me if this point is fluted or not, It seems to have vertical flaking on the base, its very thin about the size of a guitar pick, thanks

I'd call it more Basal Thinning than a flute.

Very cool material! Looks like a high grade material, do you know the lithic? Where is this point from? 
As for fluted or not, I agree with Stonehunter,  it appears more like basal thinning strikes to me.

I found it in central Nebraska, im not sure but may be Moss Agate, I may be totally wrong on that though.

  It's not fluted but exhibits a number of well executed basal thinning flakes. The material appears to be Flattop Chalcedony.
