I have made pottery for many years and, as CMD mentioned, it looks like many of the tools I have used/made for shaping/texturing pots... however, a tool like that would only be really useful when used in conjunction with a wheel or similar device. That is not to say that -depending on what you are making- such a tool couldn't be used in some kind of hand building with clay. Clay with heavy sand content would smooth the edges in no time at all. The concave grooves would/could be used for shaping the rim, foot or handles of a pot... and the 'saw' edges could be used to add varying degrees of texture or to space out decorative devices on the clay surface. The broad convex edge/s could be used in shaping/compressing the base of a bowl or pot bottom. Just speculating on possible use in pottery making based on tools that I use.
