Nice tool I would think . Looks to be resharpened with the scalloping on the sides . Nice Radom flaking and it looks like a costial plain Chert to me .

I do not think it is Coastal plane chert. It is not found in MO. It is likely to be Burlington chert which is white to light tan and found in MO and Ill.
