Possibly broken hammer axe?

Found yesterday in Southern Utah. I've never found a piece of agate so rounded and smooth. Is it a broken half of a hammer axe?

Nice quartz cobble. I do not see any indication it has been manipulated into a tool.

It is a nice quartz cobble. In the area I was looking, there aren't any others like that, but I found a ton of reduction flakes. Could it be possible that it was imported there to be worked on, but was left behind before it was worked?

They very well could have used it. Just without leaving any obvious evidence that they did.
